On those occassions I have jiggled the Flasher rigs and it appears that movement is all that is required to induce a strike.
As Chad has mentioned, if it looks as though the bait is moving from their strike zone, that seems to be enough to get their attention.
I am sure that the same thing applies to the beach fishing.
Certainly food for thought. This certainly makes it a very active style of fishing but not so easy with a big 14 ft surf rod.
