I don't know what you're actually planning on building Charlie, but it sounds like what you're after is a somehow castable and compact lure fished very close to/on the bottom and slowly retrieved.Does it truly need to be 5 or 6 ounces tho?I have no idea. Perhaps a semi-floating "swimming" lure could be the answer? I think size and weight will be the major determining factors.
And big praise to you if you CAN build a Kiwi lure and show it works for surfcasters... because then you've cracked it.
