It's an understatement to say the driver's view criteria are not well thought out. A 75mm satnav fixing in the wiper sweep should fail, likewise the tree air freshener if it won't fit in a 40mm circle. The two licence holders could pass even if they are in the wiper sweep, provided they are 'Official' eg tax disc ,disabled permit or similar.
However the customer will only have to remove them for the duration of the test. Most will put them back before leaving the testing station car park.
We have the same situation with cherished no.plates with illegal spacing. Most customers change them for the test and some refit the illegal originals before leaving our car park.
Some people regard the test as an imposed inconvenience rather than anything to do with road safety. Make it bi-annual and they will think the government agrees with them.
