Partial electrolysis using power from your car's battery (? so that's free energy is it?) produces "Brown's Gas" (or HHO) which gives you more combustible material to assist the fuel burn.
The only downside I can see to this is that splitting water to produce free hydrogen and oxygen takes more energy than you can recover. I am lead to believe this because if it were not true then we would have enjoyed the benefit of "perpetual motion" machines for many years now!
That sounds like a load of hocum to me! If I actually see the proof I will gladly eat a hat - although I reserve the right to choose its composition and flavour.
