I was under the impression that, technically speaking, one could not "Re-Sell" fuel unless one had a suitable license! :/

I have always wondered how this might (Assuming I am correct) affect workshops/Break down services that are not part-of/associated-with a filling station if the LA decided to get nasty about it?
