From what I have heard (and would appear to be confirmed from the document matt posted) is that via the obd port only 3 things will be possible via the obd port on all new models introduced in europe from nov/dec 2015, which is read codes/clear codes/view live data, all coding and adaptions will be performed online via wifi/bluetooth while connected to the dealers portals, seeing as almost all european oem's have now switched to wifi/bluetooth based interfaces, as well as the latest dealer software now making many features only possible online it's easy to see the direction it's going.
