Its legislation like this that's decided by ex motor trade employees who now run these organisations, but do not know what goes on in the real world of the motor trade at ground level. This is when loop holes appear and things carry on as before
Like someone deciding that a visual check to catch removed DPF innards on the MOT, anyone who works in the trade would have known this was never going to work, they may have failed a 1,000 but I bet 10,000 or more have passed. Mileage correction companies causing chaos on the second hand market (and leased vehicles) Nothing will change until some appoints someone at the the Ministry of Transport who actually knows what goes on in the motor trade now, not 10 years ago
