Present system isn't really that secure.
My bank and building society have been using this system for online banking for a few years now.
To be honest, whatever you might think of the DVSA, they aren't so daft as to waste money where they don't need to. It's a necessary upgrade.
As for paper certificates, they were about as secure as chocolate handcuffs. Who enjoyed writing out the VT12 every month?
