If then, in 5-10 years, owners decide/are forced to have their engines rebuild, correctly, who will do it?

Isn't it time for the goverment, not just in the UK, to finish off what they started by imposing emmission laws? Impose laws on technicians, motivate people to join the motor industry and encourage them to get trained...
