    What about this idea

    When the car needs an MOT buy a voucher from your local post office (which would not be discounted just as the road fund licence) then when you present your car for the MOT you pay for it with the voucher. The DVLA would then refund the value (or a large proportion of it taking into account administrative charges of course) to the MOT station testing the car. This would mean that the testing station would get a guaranteed amount for each test, the car owner would have to pay the same regardless of where they took the car for the MOT and it would be their choice of where they took their vehicle which defined the service they got. Perhaps registered garages that sub contract tests could get a bulk purchase agreement of some sort to cover the large number of independant garages that do subcontracted MOT's.
