are you sure the expansion tank cap is sealing correctly? I have found that when the fans are operated through actuations on a scan tool , or when the coolant temperature sensor is disconnected, they don't always work, which can be misleading. Also the stated temperature listed in the Rave info for the fans to kick in is lower than it actually is.
I would try replacing the cap.
