How does the car run? Need to see full emission figures. Here is a question which will have you disappearing up your own back-side! Is the vauum low because it is over-fuelling or because of an engine problem - which will cause it to over-fuel. In these situations I like to apply vacuum at 20"hg independant of the engine which might show something. Assuming the ECU is OK, I still think you have an engine problem - although I would expect to see high HC at idle.
