Suggest you do an HC test as previously stated before you spend any more money on it. You say that the emissions were high when engine was cold .....Too high? Would be nice to see them cold and at operating temperature.
If you do not have a head gasket problem and you are happy with the ignition side of things then you must have a fuelling problem such as faulty injector(s).
