Hi Steve,
I suspect you have a Lambda sensor problem. You say that when the vehicle warms to 80c, the sensor acts normally. Are the emissions still rich at this point? Also 1.25v is a bit high, 0.2 - 0.8 is what I would expect. Possible earthing problem.
