I would not be worried about the 2v Bias on the CPS signal. A lot of systems do this so it is not unusual. Comms with Rovers on anything other than T4 is hit and miss at the best of times so in a cranking no start condition it doesn't stand much chance.
Probably not much help but just my thoughts
