After verifying live data, coolant temp, closed throttle position, tps etc. I would be thinking it has an air leak, unmetered air bypassing the butterfly. use a smoke tester or try pinching closed all the vac pipes or have a spray round with brake cleaner while monitoring the o2 sensor.
