I was going down the line that the vacuum is generated by the operation of the valves/pistons against the throttle butterfly.
If the valve timing/overlap is not correct due to a loose belt the vacuum may not be to spec?
I always find it worth checking the general mechanical condition of the beast before I go to deep.
