I remember having something similar some time back on an older Corolla where the throttle potentiometer was giving an incorrect reading.
Does the value increase when you press the throttle?
It's awhile back, but if I remember correctly, I reset it by holding the throttle fully open and disconnecting the battery for a couple of minutes and reconnecting with the throttle still fully open. Something like this, but it's a while back.
