This is a common problem on Clio's when there's a comms problem either with uch or engine ecu. I would say the fault will be in the wiring though.
We have done quite a few, but dont forget a solid Immobilizer light after the key is inserted can also mean the ecu is locked out with several attempts with the wrong key etc. In that case leave it for up to 30 Min's with ignition on and it should come back online.
Failing that check the feed to the starter solenoid they corrode and lose conductivity.
Also check the fuse box behind the passenger headlight there should be three small black relays these often corrode and they just require cleaning.
Also in the fuse box look for thin Pink,Orange,Yellow wires give them a light tug to see if they are broken.
Also in the fuse box there's a large white plug under the fuses. Separate and look for green corroded terminals, if memory serves this is the feed to the Ecu.
One things for sure if the immobilizer light is on solid and not flashing with the right key in the ignition on its nothing to do with the keys.
