The Multiair system was discussed at the Top Tech at Fiat Unetversity
On top of the actuator block is a allen key/screw that has to be removed and filled with oil to prime the system before it will run correctly, not sure of it's exact location
The only oil that can be used is a C3 5w40, apparently a lot of the problems are caused by the incorrect oil spec or running low and topping up with the wrong spec
As you have also found out, there are no spare parts just a complete block, but has to be primed correctly
