have you tried venting the crank case to atmosphire ?? if the 02 sensor eq ratio on the scan tool matches the gas machine reading, lambda (as this car has a wide band o2 sensor, ) then the car is not running rich, 0.98 is ok .but the high HC readings sugest oil burning. As a last resort you could employ a defeat device, it is after all a VW.
