Renault Megane 1.9 DCI . 2002/3 38000 miles - Will not rev over 2000 RPM Archived Message

Hi We are working on this Car that got dropped in by the RAC, They and we thought that the Exhaust was blocked as it wouldn't rev above 2000 RPM. We code read it and got no codes and then dropped the exhaust, But it made no difference and still won't rev. we then checked the Low fuel pressure and flow with the Coda, which is just above 2 bar and High Pressure with the Delphi kit and got 500 bar, ( way too low ) This is how we were Told to check them and that's all that was needed to condemn the pump, which didn't sound right as we thought that the Ecu, wiring or pressure reg could cause problems as well. We have now found out that you can also buy Dummy pressure regs to fit into the pump for better testing. But By this time, we have now fitted a new pump and belt kit and it's still the same. We also tried a new Airflow meter which makes no difference. Occasionally it will struggle to rev to about 5000 rpm but it then logs AFM as a fault. ??? Any Idea's where to start. We have done a lot of other checks which I can possibly remember the readings if necesary. Thanks Tony sefton.
