    Remove the throttlebody and TPS and look at the gunk on the inside. I've cleaned these out temporarily, but they usually end up requiring replacement. I think the carbon build up gets into the butterfly spindle stopping the throttle from controlling the butterfly accurately. The butterfly is controlled by an electro-magnet!
    (As a note it sometimes flags P1221 code.)
    I don't know if they require programming etc after replacement.
