don't know much about these cars but isn't the injection duration a bit to long on idle speed, according to autodata it should be 3.7ms at hot idle. Is the coolent temp sensor working ok, may be obvious but they are quite common failings on vauxhalls. I haven't a clue why the scanner reports different readings to your scope though. If you simulate the 02 sensor switching does the CO level come down then.
