I had an Avensis recently (same age) that was a non starter (immobliser/alarm) after someone fitted a cd player and blew the interior light fuse.
The mil lamp wasn't flashing though just didn't work at all.
The immobliser unit was behind glovebox, and there was an earth wire (alarm related) secured to the engine ECU mounting bolts.
Upon removing this earth the mil lamp returned and the engine would start !

If its the same setup on the rav, might be worth a look.
