Audi A3 1.6 AVU 2002 - Throttle body alignment fault, code 17987 #

Hi, this car came in with this fault and another garage has fitted a recon throttle body. When carrying out TBA as per Ross tech procedure all is ok when entering group 060 then GO, MVB 004 reads ADP OK. Next is "Switch to Basic Settings" and on that screen MVB 004 reads LOCKED. This option is not shown by Ross Tech. I have even plugged in a new VDO throttle body and the same happens.
I have scoped TPS 1+2 in the throttle body and the traces are good and clean. I have scoped the throttle motor + and - get the trace shown below.
I have installed temporary wiring for throttle motor with the same result. ECU has been sent away for testing to a company we have used before and we feel we can rely on, with copies of scope results - no fault found with ECU.
Does anyone know what conditions have to be in place for the TBA to be completed successfully or have any suggestions please?
AVU engined automatics require the kickdown point learning in channel 63.
Did you erase the learned values before you attempted the basic setting? Adaption channel 00 & "Do It!"
VCDS instructions & video on throttle body alignment - dependent on KWP protocol. Doesn't mention erasing learned values before starting though - the dealer tool does.
It is not the same system but worth trying the procedure. I have in the past found the time required is longer than the tool shows, i.e. not ok until long after it shows it. Also temp tends to be important.
