I haven't checked your link but maybe they're torn between, on the one hand, wanting to get rid of them all one way or another and, on the other hand, afraid lest the virus spread to their own kids.
That vaccination queue formed as a result of Israel saying 'go here to be vaccinated. You'll be quite safe!'
