The OPSEC for this pager business is really salutary: A complex operation of design, probably offshored manufacture, distribution, probably discussion at more than one cabinet meeting, and then waiting until the eve of war, and just one tiny hint of a leak at any point during that process could have killed the whole operation. Its a really salutary lesson in where Israeli strengths seem to be: Somewhat in technology, but it seems much more in OPSEC. The ramifications are quite significant in terms of probable ongoing operations. Given Israeli access to US technologies this could be the literal tip of the iceberg and nobody would know whether it is or not.
