I assume that it will have been orchestrated by Caesar's lackeys from the start, for a bit of cheap sabre rattling. If the British had the independence to calculate that American Caesar was going to refuse their request to start the Third World War then their vehemence in making it is inversely proportional to the likelihood of gaining permission.
