I think you put that rather well. No-one ever mistook me as a safe pair of hands for the management. I read a book by Charles Handy when I was a student nurse and remembered one thing ever after - that beyond the second tier of management the amount of 'work' done which goes towards the ostensible central purpose of the organisation is inversely proportional.
