This is work in progress so please don't go nuts yet. Observations.

Caracas is not highly militarised and its communications and anti aircraft
defences were not in hardened bunkers but on hilltops, its guards in barracks.

Just very vulnerable to advanced missile and jamming technology from a ruthless
enemy.

It required intelligence but not hard to gather from aerial and satellite
surveillance and from spies or informers in what is in truth a very open
society.

People are looking for a great mystery or conspiracy where none is needed.
