Caracas is not highly militarised and its communications and anti aircraft defences were not in hardened bunkers but on hilltops, its guards in barracks.
Just very vulnerable to advanced missile and jamming technology from a ruthless enemy.
It required intelligence but not hard to gather from aerial and satellite surveillance and from spies or informers in what is in truth a very open society.
People are looking for a great mystery or conspiracy where none is needed.

Location of air defenses was not the conspiracy, it was the precise location of Maduro and wife down to the precise room that was the issue, if I am not mistaken.
