Except there may be a collusion between ordinary ppl and the media spreading ideas of our powerlessness, because taking responsibility for your own (limited) power is terrifying and comes with severe consequences and loss of privileges (whatever remains of them - or the idea of them), so many would rather accept statements about their powerlessness than attempt to disprove them.

PS: I still see no reason to accept this 4 billion figure as valid, even with the report's insistence (not mentioned by Hallam et al) that it's not a prediction, but rather part of a wider risk framework or some insurance-speak nonsense.
