I don't think it's as significant as he thinks given that it's clearly quite cosmetic (it's easy to circumvent those sanctions, we are still arming them without pause, etc.) and is designed to prevent the kind of voter desertion that the Dems experienced.

Having said that, I agree that having a senior cabinet member call the terrorists in the West Bank what they are is a huge change from Sturmer's craven subservience. It remains to be seen what actually changes in practice.
