He really had this role thrust opon him. It's not like he dreamt about leading the Labour Party. His whole career has been about something else. Being proactive is actually really difficult. They say that elections aren't really 'won' by the opposition, but are 'lost' by the government. They run out of steam and the voters turn towards some alternative, in the hope that they might be better than the failing leadership they know and have tired of.
