30 NIH grants on the back of one investigator's work is simply unheard of.
More realistic would be a 50% chance of one NIH grant being renewed. This makes for very strange reading. It could be a case of collective punishent (of a whold department or perhaps wider): The institution is being punished for its perceived culture of unaccountability, I guess.
