Huntsman must know full well that all those tons would simply be at the bottom of the drink in the blink of an eye, being easily countered by modern ballistic missile technology and are effectively worthless unless used against defenceless (i.e. poor) countries. The U.S. Naval Institute has already admitted that the US has no defence against such attacks. ( http://thediplomat.com/2018/05/russia-inducts-its-own-carrier-killer-missile-and-its-more-dangerous-than-chinas/) As the US carriers are effectively in a "locked pawn" situation and this speech was ".. a statement to the US Navy’s 6th Fleet..." it looks more like puffery: a moral boosting exercise than anything else, but yea. Perhaps there is a dawning recognition that as fewer people are falling for the humanitarian/ war crime demonisation rationale, they might as well just try throw their weight around because as Karl Rove pointed out, its what they do: "...That's not the way the world really works anymore. We're an empire now, and when we act, we create our own reality. And while you're studying that reality—judiciously, as you will—we'll act again, creating other new realities, which you can study too, and that's how things will sort out. We're history's actors...and you, all of you, will be left to just study what we do."
