I think it really took-off around the time the modern nation state did. Two of the first modern nation states were the United States and the Revolutionary French Republic. Propaganda, the nation state, huge armies and war were linked from the beginning and pressed each other forward. I suppose one shouldn't forget the role of the poets in all this too. The ones who provided the myths and romance so important for the narrative of the nation state. Then, of course, for the last one hundred years has been the incredible growth in the importance and spread of advertising, a form of 'cult' that used a variety of highly sophisticated methods to manipulate the population into wanting and buying products, and very quickly the same methods were employed to sell political ideas, political parties and politicians.
