I'm guessing heavy rain could still cause more localised flooding- a lot of the houses are right next to the river goyt and the canals. With water being diverted (I guess- haven't been up to look), it means where the reservoir was taking the bulk of flow it's now down the the waterways to do the same.
In Buxton (7 miles down the road), flooding of the culverts and waterways which put many out of their homes was put down to home owners (and tenants) responsibility, not the council. No doubt insurers won't pay out (acts of God and all), so despite in the area no major dam break catastrophe, little by way of help for a lot of the actually affected people by the recent flooding either.
All that happened was mostly possible only by volunteers; I doubt there would have been the same result if locals had relied only on govt resources. Both boris and Jeremy came up but neither got their hands dirty! I personally think the money for rebuilding should be put into drainage/weirs, and flood defences and the dam broken down completely, or Massively downsized. Aside from anything else, the number of house directly under the dam itself is kind of ridiculous (newer builds of course), and the prospect of building a new dam above homes seems irresponsible.
