Which the SDF are guarding on behalf of the US, Israel and - to a degree, Turkey. I heard that oil exports from Iraq were surging ahead regardless of chaos on the streets, where they should be burning US flags and demanding US withdrawal as well as a major share of the oil revenue. It's possible that Turkey would be happy to clear the border area, and somehow push Syrians into it, but doesn't care to go further south to Deir Al Zour just because the SDF are there. It suits them to go on getting money for transporting oil through their territory. As for the IS prisoners - who wants them? The US evidently doesn't or it would have ferried them out, and it doesn't want to "pay to keep them in prison for years". No-one suggested that the Syrian government should take them on... just as well.
