IIRC from the inquest transcripts one of the surveillance team (Ken?) was already in the tube station before Menezes got there - the story being that they anticipated he might go into the tube from the bus. This chap was armed (I think) and radioed Scotland Yard asking if they wanted him (and his mate who I think was nearby outside the station) to "lift" Menezes in the tube station and was told to wait. During the proceedings he went on to say how they would have lifted him by grabbing his arms from behind, putting him on the ground and handcuffing him. He said that the line in the sand for him was the ticket barrier and when while still waiting (my memory fails me here I think - perhaps he was told SO19 were coming) Menezes went through it. He followed him into the train and was sitting next to Menezes when he was executed by SO19. This is all from memory so apologies if I might have got some of the details wrong. I could never understand why Menezes was killed. The only people who knew what he looked like were the surveillance officers and none of them had a positive ID on Menezes. They had no idea of who he was or whether he even lived in that building and none believed he was armed.
