Apart from a few hiccups in the cash flow, the reduction of the PENHS to a size consistent with the population who can afford to pay for it has not been affected. The public has been reorganised to meet a politico-economic imperative, mainly by being reduced by 50,000 to 55,000 people but it's been a sacrifice (of nobodies) the state has been willing to make.
