Because as a matter of principle, there is no such thing as society, and by extension, collective action is illegitimate. There is only the individual. In fact, government is the enemy, in this case, to the precise extent that it has sabotaged collective action: Delayed it, made it unbearable and untenable, exploited it, as opposed to having promulgated it, a distinction some seem unwilling to draw. Collective action is at the core of public health: I may be whistiling in the wind, but public health, per se, is not your enemy. Apparently, Vietnam, Cuba, Venezuela, China, South Korea get it.
