Yes, you're both quite right. Universities are experiencing a similar trend -- top positions no longer occupied by serious academics, but more CEO manager types, looking for ways of expanding "business" and markets and having lost touch with scholarship. And the rot starts infecting the lower orders -- so middle managers (heads of Departments, Deans for equality etc.) are taken on similar viewpoints often in order to improve their chances of promotion. Ultimately, as a lowly employee, it's unclear whether it's worth trying to change it from the inside or whether it's better the institution dies an ignomious death!
Undoubtedly, there are good people (doctors, nurses etc.) doing sterling work. I would have liked to see serious protests regarding moving these vulnerable people.
