The initial focus is on pushing down the efforts of others in order to monopolize resources, and to prevent the kind of true competition that would lead to others influencing pace and direction.

Researchers with the best intentions get pushed out because they are not focused on being shafted (clinicians are being told it is best not to work with, or provide samples to that group, or not before "we have put a system into place" etc. while some groups are getting clinical material through the back door)
Only when that phase is over, and the winners have a complete lock on everything, from clinical material through to the journal editors, do they start any kind of research work at a steady, methodical pace, but not too fast because half their time is still being spent policing the system and talking to the press.
