The dairy I do work on (mostly maintenance work on buildings) has near permanent badger sets all over the farm; closest within maybe 50 feet of the main buildings, and they do their thing and the cows do theirs. No incidents of tb in the last 50 years. I believe there's a few reasons for it. 1) tb isn't a badger thing as much as a cow thing ( movement of stock) 2) the cows are always free to be outside and only come in of their own accord when the weather is miserable (blowing and cold rain) 3) there are plenty of woods surrounding that provide a far more interesting avenue for the Badgers than the sheds; plenty of worms for them in the woods 4) because the Badgers aren't hassled, and are well fed they're healthy (I think there are more cases of tb in homeless people than in others)
