Just to add one thing about the underground continuing. There are a lot of workers without whom society would cease to function. Under neoliberal capitalism their work is undervalued and they are poorly paid. They can't stop working or everything would collapse, and many can't afford to have a car or live in the city, so they have to commute by public transit. So governments are forced to keep buses and subways moving. Ideally, they too would be shut down. As for flights, that's probably a concession to elites.
