I can only guess that as a guiding principle, the tort protection is in there because big pharma asked for it.

I can guess they asked for it because it makes it easier to calculate costs and profits up front - no hidden unknowns. In turn, this makes it easier to borrow at scale. If you can borrow at scale, say 1 billion, cream off 100 million profit and repay the billion, you are richer than if you can only borrow 100 million, cream off 10 million and repay the 100 million. This is a pure guess.

Yeah, good question about the Russian one, I have no idea :-)

NO, but taggants I mean quantum dots actually. Totally unintrusive non-biodegradable biometric ID. This is the technology I was thinking about:

Yeah, its reasonable to say people in the west wouldn't accept it, and that there are already records, but is that really true, do you think? If somebody put a message up here saying they believe people could be scared into accepting it, I would say that would be a pretty reasonable posting/topic for debate. Supposing your employment depended on accepting a COVID vaccine, and that was simply part of the standard formulation or not specified? Its completely safe, and yet its not just a record of vaccination, its your identification. You may be right, we would not accept it, but it could be argued either way - people are happy to walk around with cellphones for **convenience**
