Well of course you are allowed to say it. Both are heard about often ... People gossip thus: he/she was alright before he/she met him/her ... He/she has really dragged him/her down etc etc. Old news.
I'm not sure about the more complex set of criteria thing, perhaps it's hidden in the depth of language and discourse used to signify meaning.
Bottom line is everyone makes compromises in any criteria based screening process according to age, life conditions, recent partner history, peer group upkeep, etc etc etc.
Sometimes a borderline minger scores higher in personality, skillset, character, Joie de Vivre, financial stability, mental and emotional foibles, capability, stability etc etc ( which may be bound in the metaphor of " personality" and seem simpler and less sophistication.
The narratives people use to make sense of their experience and situation first have to be seen as valid and respected otherwise one is dehumanising them, unseeing them, invalidating them.
