As you say, the BBC is protected by Ofcom's directive to insist any complaints about it go through it.
And the BBC's own system reduces major complaints like yours to single instance events, which are far more easily defended and batted off, exhausting the complainant over time forcing them through hoops and automated replies in the process; rather like, it seems to me, the best-designed castles allow a small trickle of a large invading force into a narrow kill-zone.
